When transplanted Texan Bob Seton arrives in Lawrence, Kansas he finds much to like about the place, especially Mary McCloud, daughter of the local banker. Politics is in the air however. It's just prior to the civil war and there is already a sharp division in the Territory as to whether it will remain slave-free. When he gets the opportunity to run for marshal, Seton finds himself running against the respected local schoolteacher, William Cantrell. Not is what it seems however. While acting as the upstanding citizen in public, Cantrell is dangerously ambitious and is prepared to do anything to make his mark, and his fortune, on the Territory. When he loses the race for marshal, he forms a group of raiders who run guns into the territory and rob and terrorize settlers throughout the territory. Eventually donning Confederate uniforms, it is left to Seton and the good citizens of Lawrence to face Cantrell and his raiders in one final clash.
Brandon DeWilde leads a cast lengthy in character actors playing subdued Byron Turner, a 15-year-old runaway from the Eatondale Orphan Asylum bound for Florida in the pre-World War I time period. He receives a ride into the rural Missouri town of Delphi with rich land-owner Tobias Brown (Lee Marvin). There, after an episode in the town square involving most of the populace, he meets crusty newspaper man Doyle Magee (Gary Merrill). Both of these men share an interest in the polite and mature youth; one showing kindness, the other almost outright cruelty. Eventually, both of their reasoning become clear to the lad. Marshal Flagg, an aging lawman about to be retired, hears that his old nemesis, the outlaw McKaye, is back in the area and planning a robbery. Riding out to hunt down McKaye, Flagg is captured by McKaye's gang and finds out that McKaye is no longer the leader of the gang, but is considered just an aging relic by the new leader, a youngster named Waco. Waco orders Mackaye to shoot Flagg, and when Mackaye refuses Waco abandons both of them. Flagg then takes Mackaye back to town only to find out that he has been "retired", and when he sees how clueless and incompetent the new marshal and the city fathers are, he persuades Mackaye that it is up to the two of them to stop Waco and his gang from ravaging the town.
