All is not as obvious as it seems though and the real motives of each character is revealed before the classic fight finale.

Plotting to stop them is General Che Kang (Zhu Mu), a formidable Tibetan kung fu master who commands an army of fighters including four deadly Tibetan llamas.
Secret Service of the Imperial Court was one of the last kung fu/swordplay films to be made at Hong Kong's Shaw Bros. studio. Set in the Ming Dynasty, it makes excellent use of the studio's vast array of sprawling sets and colorful costumes to give a real period flavor. It has a good cast, lots of large-scale fight action and an exciting storyline about a conflict between an honorable officer and a corrupt Eunuch.

When Li's professional rival rats him out, Manchu official Liang (Johnny Wang Lung-wei) not only orchestras his army but fools a couple other kung fu masters including Beggar Su (Phillip Kwok Tsui) into helping his cause. After a heated battle, Li manages to convince Su to joining his cause, thus forming the Ten Tigers. The film then snaps back to the original storyline, where the identities of the mystery assailants are revealed.

A wandering swordsman named Lu Fang (Jimmy Wang Yu) who is returning from battle discovers that several farmers have kidnapped the local magistrateâs daughter. Lu convinces the magistrate to punish him in place of the farmers, but heâs lied to. The magistrateâs daughter (Chin Ping) and a fighter in his employ (Lo Lieh), along with Huang help Lu to escape. Once recovered, our heroes return to see that a petition from the farmers gets to a higher-ranking official.

During the Manchurian-ruled Qing Dynasty, Emperor Yong Zheng established a secret assassination squad known as the Guillotines to eliminate all who opposed him.
