Bud Corliss (Wagner) is an ambitious student who is wooing Dorothy Kingship (Woodward) purely for her father's mining fortune. When he discovers that Dorothy is pregnant with his child, he realizes she is quite likely to be disinherited by her wealthy family. He assures Dorothy that he'll take care of her, yet he hesitates when Dorothy insists on marrying. Bud then murders Dorothy and stages it in a way that it appears to be a suicide. He then reaches out to her sister Ellen (Leith) with the hopes of marrying her in order to ingratiate himself with her father. After a couple of months Ellen finds evidence to question the suicide verdict, and then discovers Bud knew Dorothy. Ellen struggles to avenge her sister and save her own life.

The film followed the adventures of DI Regan and DS Carter as they became embroiled in a deadly political scandal. One of the leading members of the government, Charles Baker (Ian Bannen) is about to secure a huge deal with OPEC stabilising the world oil market and boosting Britain's position within it. Baker is the rising star of government, regarded a future prime minister, who is closely controlled by his urbane, manipulative American press secretary Elliot McQueen (Barry Foster). When Regan investigates the mysterious death of a prostitute as a favour to one of his informants, he becomes aware that Baker and McQueen might be involved. A spate of killings follow - which sees Regan take on both the criminals and the hierarchy of the Metropolitan Police and British security services. The outcome of the film was similar to that of the Profumo affair, through with a typical Sweeney bittersweet ending.
Orville "Gabby" Denton is an alcoholic drifter with a chronic gambling problem. Despite his flaws he is beloved by his family. Her crime was making a failed attempt to stab Sugimi on the steps of the Tokyo Metropolitan Police Headquarters because he used her to win favor with the Yakuza. While in prison she meets inmates like Yuki Kida (Yayoi Watanabe) who was committed for fraud and theft, Otsuka (Akemi Negishi), jailed for burglary and extortion, and Katagiri (Rie Yokoyama) who has been impounded for arson and illegally disposing of a body.
The movie takes place again in the fictional Wangan Station of the Tokyo Metropolitan Police Department the once empty space within Wangan's jurisdiction has become a popular tourist attraction.
